West Cumbria Mining (Holdings) Ltd and its investors’ legal dispute against the British Government over quashed plans for a deep coal mine in Cumbria has had a second arbitrator appointed.

Appointed on 21 October 2025, Sean Murphy joins Michael Pryles, in the first arbitration against the UK, at the International Centre for Settlement of Investment Disputes (ICSID)
The claimants are WCM and its Singaporean investor Woodhouse Investment Pte Ltd, which is owned by EMR Capital Resources Fund 1 LLP, resident in the Cayman Islands.
The companies registered their case on 8 August 2025 and are represented by Conservative MP Sir Geoffrey Cox KC at international law firm Withers.
The parties base their claim on the 1975 bilateral investment treaty, still in force, between the United Kingdom and Singapore.
The Department of Business & Trade and its legal representatives is the respondent.
The case is currently pending.
