Rockhopper Exploration plc has appointed William Perry as chief financial officer and Barak Mashraki as independent non-executive director to the board, with immediate effect.

Chartered accountant Mr Perry began working with Rockhopper in 2010 before joining full time in 2011. He had held the role of non-board CFO since 2021.
He was previously a senior manager at Smith & Williamson where he had a portfolio of clients across various industries, including the oil and gas sector.
Mr Mashraki is an energy, finance and capital markets executive with more than two decades’ leadership experience in the oil and gas industry.
From 2008 to 2020, he was CFO of Delek Group and most recently chief executive officer of Tel Aviv-listed Tamar Petroleum until early 2026.
Rockhopper said that Mr Mashraki’s appointment was subject to additional due diligence because he is not a UK citizen.
The appointments reflect the “new phase”of the company’s development following the final investment decision for the Sea Lion joint venture, and the “increasingly international nature of the shareholder register”.
Rockhopper’s JV partner is Israeli operator Navitas Petroleum, which holds a 65% stake in the oil field, located in the North Falkland Basin.
